Pearl River Delta Research Center of Environmental Pollution and Control under Chinese Academy of Sciences (EPCCAS) is a network type institution. It was founded on a structural basis of host unit, sponsor units and cooperator units and was approved by the Chinese Academy of Sciences in November 2007. EPCCAS is hosted by Guangzhou Institute of Geochemistry under Chinese Academy of Sciences (GIGCAS), and sponsored jointly by South China Sea Institute of Oceanology under Chinese Academy of Sciences (SCSOCAS), South China Botanical Garden under Chinese Academy of Sciences (SCBGCAS), Guangzhou Energy Institute under Chinese Academy of Sciences (GEICAS), Urban Environmental Institute under Chinese Academy of Sciences (UEICAS) and Guangdong Provincial Central Station for Environmental Protection and Monitoring (GPCSEPM).
Through integration of a variety of disciplines, EPCCAS has set up a mechanism of complementation and cooperation among the disciplines and is now capable of achieving comprehensive innovation in the fields of environmental science, technology, engineering and management, and making strategic, prospective and innovative contributions to environmental protection in the Pearl River delta region. EPCCAS shoulders the responsibilities for environmental discipline planning in Guangdong Province as instructed by the Chinese Academy of Sciences, and should actively submit proposals and undertake key, comprehensive, integrated and exemplary research projects at both the state level and regional level, so as to provide theoretical, technological and decision-making support for environmental protection in the Pearl River delta region, South China coastal belts and even the Pan-Pearl River delta region. We believe that after several years of our efforts, EPCCAS would be developed into one of the authoritative consulting agencies engaged in study of environmental pollution and control in China, and play an active role in pushing forward the economic and social development and modernization process in China.
The research orientations of EPCCAS will be focused on study of pollution by atmospheric toxic pollutants, human health protection, water source protection, water quality monitoring and technologies related to potable water safety, production, pollution and control of electronic wastes, monitoring of environmental pollution and ecological risks in South China coastal belts, and proposals in regard to corresponding treatment measures.
The short term goal for EPCCAS is to complete establishment of the structural system and scientific organization as well as a highly efficient mechanism for cooperation among the different entities of EPCCAS; The intermediate to long-term goals for EPCCAS are to constantly adjust its organization form, perfect its operation mechanism in regard to the strategic requirements of the state, and enable EPCCAS to play a leading role in guiding the environmental scientific and technological study in the Pearl River Delta. We believe with about ten years of effort, the technological part of EPCCAS would be developed into a national technology center.
In regard to the status quo of environmental pollution in the Pearl River Delta, and based on the research advantages of the related sponsors in Guangdong Province and the planning for construction of an ecological and environmental innovation base for the third stage innovation program as initiated by the Chinese Academy of Sciences, EPCCAS is focused on the following research fields in the near term: (1) pollution by secondary atmospheric pollutants, toxic pollutants and human health; (2) water source protection, water quality monitoring and potable water-related safety technologies; (3) production, pollution and control of electronic wastes; (4) environmental pollution monitoring and ecological risks in South China coastal belts. According to the intermediate to long term planning for environmental science and technology by the state, Chinese Academy of Sciences and Guangdong Province and the tendency of pollution in the Pearl River Delta as well as the international frontiers in study of environmental science and technology, key research areas for EPCCAS for the next 10-15 years are laid out as follows:
(1) Formation mechanism and control of atmospheric pollutants in the Pearl River Delta;
(2) Water pollution and treatment in the Pearl River Delta;
(3) Formation mechanism and repair technology for pollution in the industrial sites and soils in the Pearl River Delta;
(4) Environmental pollution and ecological effect in key estuaries and coastal belts in South China as well as their control technologies;
(5) Processes of regional pollution and related ecological and health risks;
(6) Disposal resource utilization of solid wastes;
(7) Sustainable urban development in the Pearl River Delta.
EPCCAS has set up an operation mechanism consisting of a council, an academic committee, and a leading group and stipulated charters for their proper functioning. All major decisions will be made by the council, while the director will be in charge of EPCCAS under the guidance of the academic committee. Prof. FU Bojie, director of the Bureau of Resources and Environment under the Chinese Academy of Sciences, acts as the chairman of the council, Prof. FU Jiamo, CAS academician, acts as the director of the academic committee, while Prof. PENG Ping’an acts as the executive director of EPCCAS. EPCCAS plans to set up three key laboratories for simulation of atmospheric environmental pollution, ecological toxicology, and waste water treatment. Currently EPCCAS has 52 researchers (inclusive 26 research professors), recruited from the existing research entities of each sponsor unit for EPCCAS. Through integration of a variety of different disciplines, a research center covering environmental science, environmental technology, environmental engineering was basically established. For discipline planning, EPCCAS plans to draw more emphasis on study of environmental technology and engineering, ecology and health risks. Fo rthis purpose, EPCCAS will recruit 23 new researchers in he near term.
The sponsor units for EPCCAS currently have a series of excellent laboratory equipment and laboratory platforms, including Guangzhou Mass Spectrometer Center (one of the three national mass spectrometer centers in China), State Key Laboratory of Organic Geochemistry, three provincial key laboratories related to environmental science and technology as founded jointly by Guangdong Provincial Bureau of Science and Technology, GIGCAS, SCSICAS, GEICAS, and one provincial public laboratory devoted to environmental science and technology. All the instruments here are valued at around 40,000,000 RMB Yuan. In addition, our sponsor units have a series of platforms devoted to field research and observation, such as the atmospheric monitoring network owned by Guangdong Provincial Center for Environmental Protection and Monitoring, the oceanic observation stations at Shantou, Sanya, Zhanjiang and Daya Bay as owned by SCSICAS, the coastal observation stations at Dinghushan, Heshan and Xiaoliang as owned by SCBGCAS, which lay a solid foundation for establishment of a comprehensive observation station for EPCCAS.
Based on the available instruments and equipment owned by each sponsor unit, EPCCAS will complete construction of its own technological system, which will cover the following contents:
1) Construct a platform for observation of atmospheric and coastal belt environmental pollution, to be used for monitoring of atmospheric and oceanic pollutants in the field;
2) Construct a super atmospheric observation station in cooperation with Guangdong Provincial Bureau of Environmental Protection, and develop equipment for online, real time and comprehensive observation and detection;
3) develop devices for pollution control study, such as facilities for biological, non-biological and optic degradation study, equipment for environmental simulation and flow-type water pollution control and simulation;
4) Construct a data center for toxic pollutants in the Pearl River Delta, so as to lay foundation for environmental planning, study of countermeasures for control of pollutants in this region.
With gradual perfection in construction of EPCCAS, EPCCAS will further perfect the system for long-term observation of atmosphere, water and soil pollutants and its corresponding databank expert system, such as the system for real time monitoring and early warning of the quality of water in key drainage areas, so as to provide technical support for solving key issues related to water environmental pollution. EPCCAS would strive to be developed into an international first-rate laboratory and technological platform for environmental scientific and technological research.
